Health Action in Emergencies اقدامات بهداشتی در شرایط اضطراری اقدامات بهداشتی در شرایط اضطراری « اِنَّ الْبَلَاءَ لِلظَّالِمِ اَدَبٌ وَ لِلْمُوْمِنِ امْتِحَانٌ وَ لِلْاَنْبِیَاءِ دَرَجَهٌ وَ لِلْاَوْلِیَاءِ کَرَامَه » (بحار الانوار، ج64، ص235)؛ بلا و گرفتارى براى ستمگران موجب ادب آنها مى‏شود، و براى مومن آزمایش حساب مى ‏گردد، و براى پیامبران موجب درجات است و براى اولیاء کرامت به حساب مى‏آید. هرکه در این بزم مقرب تر است کام بلاء بیشترش می دهند هرکه بود تشنه دیدار دوست آب لب نیشترش می دهند اقدامات بهداشتی در شرایط اضطراری وَ لَنَبْلُوَنَّکُم بِشىَ‏ْءٍ مِّنَ الخْوْفِ وَ الْجُوعِ وَ نَقْصٍ مِّنَ الْاَمْوَالِ وَ الْاَنفُسِ وَ الثَّمَرَاتِ وَ بَشِّرِ الصَّابرِینَ الَّذِینَ اِذَا اَصَابَتْهُم مُّصِیبَهٌ قَالُواْ اِنَّا لِلَّهِ وَ اِنَّا اِلَیْهِ رَاجِعُون‏» یعنی قطعاً همه شما را با چیزى از ترس، گرسنگى، و کاهش در مالها و جانها و میوه ‏ها، آزمایش مى ‏کنیم و بشارت ده به استقامت‏ کنندگان! آنها که هرگاه مصیبتى به ایشان مى ‏رسد، مى ‏گویند: ما از آنِ خدائیم و به سوى او باز مى ‏گردیم. این آیه، مصیبت را به صابرین نسبت داده که پس از مواجهه با آن، همه چیز را از خدا و به خدا دانسته اند و این عین توحید است. Emergency planning= is a process that consist of: determining the response and recovery strategies to be implemented during and after emergencies(based on assessment of vulnerability): responsibility for the strategies; the management structure required for an emergency ; the resource management requirement. Glassary of Terms Emergency preparedness= is a programe of long-term development activities whose goals are to strengthen the overall capacity and capability of a country to manage relief through recovery and back to sustained development. Emergency prevention= is based on vulnerability assessment and concerns the technical and organizational means of reducing the probability or consequences of disasters and the community,s vulnerability. Environmental health management= is the intentional modification of the natural and built environment in order to reduce risks to human health or to provide opportunities to improve health. Extreme events= are known natural or manmade events that occur outside their normal range of intensity, energy or size , Which often produce life-threatening hazards.
